Previously returned 'leader_cannot_leave' with no disband command available, trapping solo founders
FIX: Duplicate faction names and tags now rejected (case-insensitive)
Tags had zero uniqueness enforcement; names were only enforced at DB level (not in-memory mode)
Also fixed in-memory rollback bug in AddFaction — failed DB writes no longer leave orphaned factions in state
Help text updated to clarify auto-disband behavior and uniqueness requirements

Discord chat webhook formatting now also fires from HTTP API path (was firehose-only)

Drone mining also uses weighted random selection (no rareOreChance bonus for drones)
