A back-room notary that the local bosses actually recognize. While it stands, the crews of THIS stronghold extend safe passage to your whole faction — your members can dock here and its pirates won't hunt them, no smuggling-quest gauntlet required. The pass is local: pirates from every other stronghold still come for you, so set up at the ports you actually work. There is a price for keeping company with pirates — each office your faction runs drags your standing with the legitimate empires lower (one is a demerit they'll tolerate; a network of them will get your members shot on sight in imperial space). Can only be built at a pirate station.
