Catalyze Fuel Cells

A platinum catalyst lets a fuel-cell line run on half the hydrogen of the standard process — but the catalytic bed runs slowly, so this is a way to save hydrogen and burn down a platinum surplus, not a way to make fuel cells fast. Worth it only while platinum is cheap.
