Garrison rotations move thousands of Fleet families a year, and the Pact does not entrust its families to civilian contractors. The Muster is armored like a warship, scheduled like an operation, and decorated like neither. Boarding begins on the hour. Departure is on the hour. The seats recline exactly eleven degrees, a figure derived from a study on transit readiness that no one has been able to locate. Children receive a window seat and a logistics workbook. Veterans ride free, which is the only sentimental policy in the Fleet, and the one no quartermaster has ever proposed cutting.
