The Toll-class was designed by a committee that included both customs officials and weapons engineers. The weapons engineers won most of the arguments. Heavy armor and twin autocannons make the Toll significantly overqualified for cargo inspection — which is, from the Crimson perspective, exactly the point. Smugglers who encounter a Toll tend to cooperate. Smugglers who encounter two Tolls tend to surrender. The scanning suite is military-grade, because in the Crimson Pact, all grades are military grades.
